In short
Importing a small clothing order from Pakistan usually means tracked express courier in 3–7 days, a commercial invoice and packing list prepared by the manufacturer, and import duty plus VAT or sales tax paid on arrival. This guide explains shipping options, Incoterms, how duty is calculated in the US, UK, EU, Canada and Australia, and how to estimate landed cost.
The short answer: a small custom clothing order from Pakistan normally ships by tracked express courier and arrives in 3–7 days. The manufacturer prepares the export paperwork; you, as the importer, pay any import duty and VAT or sales tax when the parcel arrives, unless you agreed delivered-duty-paid (DDP) terms. The UK and EU currently give most Pakistani-made clothing duty-free access under their preference schemes, so only VAT is due; the US, Canada and Australia charge duty on clothing. Rates change, so confirm the current figure with your courier or a customs broker before you price your products.
What are the shipping options?
| Method | Door-to-door time | Best for |
|---|---|---|
| Express courier (DHL, FedEx, UPS) | 3–7 days | Samples and orders up to a few hundred kilograms |
| Air freight | 7–12 days | Larger orders where express becomes expensive |
| Sea freight | Roughly 4–7 weeks | Heavy or bulky orders where time is not critical |
Most first orders go by express courier: it is tracked, the courier handles customs clearance, and a 25-piece hoodie order is only one or two cartons.
Couriers charge on whichever is greater: actual weight or volumetric weight, calculated as length × width × height in centimetres, divided by 5,000. Heavyweight hoodies are bulky, so the volumetric figure is often the one that counts.
What do FOB, DAP and DDP mean?
These are Incoterms — standard terms that define who pays for what, and where responsibility passes from seller to buyer.
| Term | Seller pays | Buyer pays |
|---|---|---|
| EXW (ex works) | Nothing beyond making the goods | Collection, export, freight, import charges |
| FOB (free on board) | Getting the goods to the port or airport and export clearance | Freight, insurance, import duty and tax |
| DAP (delivered at place) | Freight to your door | Import duty and tax on arrival |
| DDP (delivered duty paid) | Everything, including import duty and tax | Nothing further |
Always check which term a quote uses. A DAP price and a DDP price for the same order can differ by 20–40% once duty and tax are added. There are short definitions in our glossary.
Which documents are needed?
The manufacturer normally prepares all of them:
- Commercial invoice — what the goods are, their value, and the HS (tariff) code
- Packing list — cartons, weights and contents
- Air waybill or bill of lading — issued by the carrier
- Proof of origin — an origin declaration or certificate, needed to claim reduced or zero duty under a preference scheme
The fibre content and construction on the invoice must be accurate, because they determine the tariff code and therefore the duty rate. A cotton knit hoodie and a polyester knit hoodie are different codes with different rates.
How much are duties and taxes?
This table is a general guide for clothing made in Pakistan. Duty rates depend on the exact product and are revised by governments, so treat it as a starting point and verify before ordering.
| Destination | Import duty on clothing | Tax on import | Notes |
|---|---|---|---|
| United Kingdom | Usually 0% with valid proof of origin, under the Developing Countries Trading Scheme | 20% VAT | VAT-registered businesses can normally reclaim import VAT |
| European Union | Usually 0% with valid proof of origin, under the GSP+ scheme | National VAT rate, roughly 17–27% | An EORI number is needed to import commercially |
| United States | Standard tariff by product — for example about 16.5% on cotton knit tops and about 32% on synthetic knit tops — plus any additional country tariffs in force | No federal VAT | The $800 duty-free exemption for small parcels ended in August 2025, and additional tariffs have changed several times since; check the current rate |
| Canada | Around 18% on most clothing | 5% GST plus provincial tax where it applies | |
| Australia | 5% on most clothing | 10% GST | Different rules apply to consignments under AUD 1,000 |
Duty is charged on a customs value. In the US that is generally the price paid for the goods; in the UK and EU it also includes shipping and insurance. VAT is then charged on the value plus duty.
How do you estimate landed cost?
Landed cost is what each piece costs by the time it reaches your door.
- Goods — unit price × quantity
- Shipping — the courier or freight charge
- Duty — customs value × duty rate
- Tax — VAT or GST on value plus duty (reclaimable for many registered businesses)
- Fees — courier clearance or brokerage charges, usually small
Add the five and divide by the number of pieces. As a worked example with round numbers: 50 hoodies at $18 is $900. If shipping is $220 and duty applies at 16.5% of the goods value, duty is about $149, giving roughly $1,269 before tax and fees, or about $25.40 per hoodie. The same order into the UK with proof of origin would carry no duty, and import VAT that a VAT-registered business can reclaim. See the hoodie MOQ guide for typical unit prices.
What goes wrong, and how do you avoid it?
- Parcels held at customs — usually an incomplete invoice or an unpaid duty bill. Give the manufacturer your correct business name, address, phone and any tax or EORI number.
- Unexpected charges at the door — the quote was DAP and the buyer assumed DDP. Ask before you order.
- Preference not applied — the origin statement was missing, so full duty was charged. Ask for it to be included.
- Undervalued invoices — some sellers offer to declare a lower value. Do not accept: it is customs fraud, and the importer carries the liability.
